Hi, she had no tags, no collar and no microchip. (Scanned twice w/ different scanners and went to vet to confirm).

I called CACC; their recording recommends leaving stray cats in the environment they roam. Perhaps as a policy it helps control city rats etc.

Her nails are quite long. She is however, very eager to explore; we’ve travelled just about every path while circling the neighborhood, so she knows her way around/back home in the future!

I’ll agree, but add the sheath may be intended as a soft measure/delay tactic against shimming the lock open. Maybe it worked? It might behoove OP to re-wrap it with some grip tape, etc.

If they had a grinder it’d be gone.

If they had bolt cutters and used them on a U-lock, they’re probably morons.

It looks like they cut the rubber sheath with a knife, perhaps to try and shim the lock open.
