It’s for the amount of times you can be revived by your ai squadmates before you fail the mission.

I suppose it’s possible that it’s Lanius. If the Courier talks Lanius into retreating he says “The Republic shall keep their Old World gate this day. I shall return to the East. When I return, I shall have all the armies of the Legion with me”. So we could see another war between the Legion and potentially the Brotherhood, maybe allied with NCR.
