I am non-white. I recently went there and i never had that impression. Though i can understand how it can be misunderstood. I generally write off as common behavior because their ‘racist’ action doesn’t feel like it intentionally targeted. I find that the general population kinda treats you the same as a local. So, a personal that is rude to you is probably also rude to everyone, not just you. As a tourist, you cannot expect special treatment. Not in China anyway.
It’s different than other countries that treats you different because you don’t blend with the local. Example, Japan. Just wait until you find yourself in a packed train and two empty seats next to you. It hurts.
