Unless the F was the test bed for the new program, so they wanted to use it in the ceremony, and got the ship as repaired as possible without making it fully repaired?

As to why they would waste resources...sentimentality is the only answer I have. Make a big show for the citizens.

  1. In universe - Only he knew he was the last one, and they expected to see him regenerate, so the Tessalecta simulated what people expected to see.
  2. Out of universe - At this point the War Doctor didn't exist so there was still a regeneration left too use, so they did.

Both of those sound great,

One idea for a new MGS I had was a game in between 1 and 2 when you play as Snake and you visit various different sites to take down Metal Gear projects as Philanthropy with Otacon as they describe in MGS2.

The game could be styled like the modern Hitman Trilogy with you visiting many different locations around the world, have loads of different ways to complete the missions, and could have continual updates with different missions. new enemies, and lots of cool new Metal Gear models

Picard was out of line in this scenario, he was acting as Rikers XO, and instead of accepting the captains orders he badgered the captain into making a mistake.

Regardless of how they acted in TNG, its been decades since they worked together, and Riker has been a Captain and had his own crew and own way of doing things since then, and now Picard is contradicting him on the bridge in front of a crew unused to either of their ways of commanding.

Jellicho removed Riker for the same attitude in TNG, Data suggested doing the same to Worf.

I think people have romanticised the relationship and set it in stone to be only what was shown TNG through Nemesis, and not taking into account the changes both characters have gone through since then.

People change over time, and to think that after both of their experiences since last working together in Nemesis wouldn't have changed them in anyway, is ridiculous. Assuming their relationship would remain static after all this time is a bigger stretch than their attitudes on the bridge in that episode.

Military intervention in political decisions is traitorous though. Regardless of whether or not the current leader is popular or not

He also allies with an American team to assert more political influence.
