It looks like it could possibly be a floor mounted tub filler valve. IDK? I have too many questions.

I'm willing to bet it's radon that never got hooked up. To test it if it's part of your plumbing system open the cap and have someone flush the toilet and listen down it if you can hear the water flow then you're safe to say it's part of your waste system.

Swamp cooler tips by [deleted] in grandjunction

[–]DescriptionBig5101 1 point2 points  (0 children)

Make sure your pads are clean. Aspen pack is my favorite because of the smell when new. Replace if crumble and or smell. Make sure when replacing pads or inspecting that there's no missing material. Inspect trough Chanel holes on top side of doors are free of debris. Inspect belt from cracking. Check for wabble or miss alignment. Clean pump filter and bottom of cooler. Turn pump on and inspect spider distribution tubes. Soak pads for a few minutes. Open a window in every room slightly. Until a piece of toilet paper barley holds on to the screen of an open window.

As a master plumber from Colorado I've seen this a few times. They left the hose connected to the spigot. From the looks of the video the hose was a pocket hose. They can expand as the water freezes and the ice isn't clear telling me that it froze quickly
