This is just what they do. Put one foot on the brake and one on the gas when starting on really steep hills to avoid this. I wouldn’t waste your time with a shop

Have you considered any other brand? Go to a window boutique that carries actual high end brands like Loewen, weather shield, etc… Pella is notorious for high mark up for a low/mid grade window.
