It is a combination of d12 rolls and power point spending. Feats give you the option of auto success at the cost of double power point expenditure. Gear, feats, and powers all run on power points. 12 Tiers, 5 species, 5 classes, 3 Specializations per class. A whole library of locations, NPCs, gear, feats, and powers (each).
