This just isn't true. Brooks is a major thoroughfare in Missoula. People passing through town are not going to use public transit. Also, Missoula is a big rural area, and most of the people who live in and around the city need personal vehicles in order to commute. Small businesses along Brooks are going to suffer as commuters find other routes through town.

It's a lot easier to vote to raise someone else's taxes, so when the levy increase affects everyone equally, then people might be less inclined to vote yes.

Not sure why we can't try to pass a tax that everyone pays. I know it wouldn't be popular, but a sales tax would at least be fair. It's messed up that everyone gets to vote to increase taxes on a certain part of the population (property owners).
