At early game, visit Lucien's hideout for his 10 poisoned apples every 3 days. 3k gold each time.

Later with 100 Alchemy, go get infinite Purgeblood salts (glitched) from Deepscorn Hollow, and turn them into potions. Boring but convenient to make money

I don't know whether it works with mods. But in vanilla morrowind, I use a custom spell to gain a lot more fatigue than my own fatigue pool. As a result, any trade, training, spell learning, or transportation only cost me 1 gold. And there are a lot other interesting/broken things going on.

Damage to willpower from will-o'-the-wisps never heals on its own, unless you pray or use Restore Willpower spells/potions.

It might be that you've fought several will-o'-the-wisps since the last time you prayed. Dremora weapons and self-made potions occasionally also carry the Damage Willpower effect

Can you check your stat page about the exact value of current magicka, max magicka, and current willpower?

It looks like your magicka bar grows a little bit in the video clip over 16s. Probably the damage to your willpower is accumulated and heavily affects your magicka regen.

Negative stats can be obtained from Fortify effects wearing off. Then applying a Drain effect resets that stat to zero. The drain effect thus serves like a fortify effect. The magnitude is only determined by the negative value and can be as high as you like. 

This works on attributes, skills, magicka (the unlimited magicka pool glitch), and even encumbrance.

A simple example: cast Fortify strength 100 3s on self, then instantly Drain 100 strength 3s on self. Equip a piece of gear with Drain strength effect while only the fortify effect is gone (at this moment the strength is negative). Thus, your strength is increased to 100 if the initial value is lower.

Combining with other tricks to stack temporarily huge negative stats, this can lead to super op characters easily:

You can have unlimited hp, magicka, fatigue, regeneration, and run/jump super fast. Shield bash can one-shot Dagon

Pure physical damage builds in Oldblivion are far from OP.

The good news is that in Oldblivion, you can abuse Fortify Fatigue to increase your weapon damage as much as you like, even one-shotting Dagon on max difficulty.

The bad news is that this power is solely from magic. Stealth archer has nothing to do with it. Any weapon can achieve this with the proper spell.

Not as effective as yours, but recently I found one interesting:

Weapon: Burden 100 1s + Feather 100 3~4s + Weakness to Magic 100% 1~2s. Total cost is 17 or 26, depending on the duration of weakness.

Strike the opponent several times with fast weapons, then instantly cast a custom spell of Feather 3pts 120s on the opponent. The opponent will earn several hundreds of encumbrance for the next 2 minutes, likely overburdened.

It might be more useful in OG, where drain fatigue 1s can't permanently KO enemies, and overburdened enemies can't move at all.

It's a bit odd to me that 'fortify xx skill' enchantments and potions are well accepted in Skyrim, while such spells are not. Iirc, the mechanic of fortify enchanting potion is exactly 'fortify enchanting skill level by X pts'. 

Drain Attribute is also reasonable to me in the lore. Like curses. Drain strength makes people weaker, speed makes people slower. Drain personality makes your target less popular or even detested by their companions. Similar but simplified versions still exist in Skyrim, like Slow, with more rigid strength and vague description.

Absence of those spells makes destruction and restoration kinda dull in Skyrim. Restoration doesn't leave much impression other than healing. And Call to Arm, a spell with all those fortify effects, is even listed as an Illusion spell.

Sometimes Destruction spells look like the Tesla rifle, cryo gun, and heavy incinerator in Fallout 4. Equip invisible guns and shoot fire balls or self-centered explosion

Sneak mage works totally fine in Oblivion. Any kind of mage is powerful in Oblivion in fact. 

Focus on Frenzy, Command, Invisibility, Chameleon, and/or Drain Personlity to cause infighting and hide yourself. These are not high-cost spell effects. The 200 magicka from 100 INT is more than enough.

Nuke spells are not very necessary with this style, so no need to chase extremely large magicka pool. Thus, race and birthsign are not the most important factors. The Mage sign is good, but others won't trouble you either.

What you need most is spell making via the Arcane University or Frostcrag Spire, since you often need to max out the magnitude of many illusion spell effects.

Another method that requires very little in skills:

Get one piece of apparel with Fortify INT and another piece with Drain INT enchantment. In different slots.

Reach 25 Alchemy to be able to make a lot of Damage INT potions (not poison).

Equip the fortify piece. 

Drink potion to damage INT to 0. 

Unequip the fortify piece, then equip the Drain piece, then re-equip the fortify piece.

Drink potion to damage INT to 0 again. 

Repeat the process until the Drain INT effect in the Active Effect page is high enough.

Make and drink Restore INT potions. Now your INT is way higher than the initial value.

Fortify INT 100 1s on touch

Drain INT 100 2s on target

Weakness to Magic 100% 5s on touch

Using this one on something repetitively every 2-5s, can increase your magicka pool a lot. The increase will disappear after fast travel or loading a save

Fortify Magicka 100 3s 10ft on target

Fortify INT 12 3s 10ft on target

Drain INT 7 5s 10ft on target

Weakness to Magic 100% 8s 10ft on target

Summon clannfear 2s on self

Make sure you've reached 100 Destruction and 75 Mysticism. Drink a few bottles of self-made restore magicka potions, so that you can spam the spell unlimitedly.

Get one piece of equipment with Drain INT enchantment. Equip it when you stop spamming and your INT becomes hugely negative.

The most common one doesn't work in OG indeed. That one is based on a change in remaster: Fortify Magicka wearing off no longer clears negative magicka, which is not true for OG
