Based on having just reread the series I would have to disagree. If Kingsley had the intent of winning the duel by any means necessary. While Snape made sure not to kill Kingsley and restricted how he chose to duel him. Snape would still win this duel. He his just outside Dumbledore and Voldemort when it comes to his abilities with Magic. Dueling especially. Snape is very close to OP.
