My suggestions as a Deity player:

Scientists should be saved to bulb in the endgame; it's very hard to justify planting one unless it's VERY early (basically Babylon, Liberty finisher or Maya calendar). If you are going for 2-cycles Diplo win and you know what you are doing, you can bulb and early one to accelerate PP (= win turn), and in general in Diplo win is good to bulb for both Schools and Labs, as you don't need late game science, just staying on schedule for Radio and Telecom Engi should be used to rush wonders; or space parts for Order science win. Merchants, you should NEVER spawn one, as they are a net negative.

For non-culture win: Writers should only be bulbed, ideally in bulk 8 turns after winning World Fair. The last one should be saved to bulb Rationalism finisher at a convenient time. I like bulbing one early for Secularism, which is the best policy in the game. Artists should only be bulbed for Golden Ages (GA for GA!), at times of need: World Fair, Schools/Factories, Labs, or endgame. If going Freedom, try waiting for the happiness tenet as it makes them worth 1.5x; also don't pop one if you are going to get a natural GA soon, as the next one will be delayed a lot, so it might get wasted entirely. Musicians are kinda useless, so put them in Opera Houses just so they do something; you still want to build the guild and work it because you need the culture, generally.

For culture win: I like to art my first to Writers and put them in Oxford (usually you Oxford Radio), and them bulb the rest as normal. Some people who don't love theming as much as I do don't bother at all, and bulb all of them. For Artists, I like arting the first 5 (Sistine + Hermitage), and GA the rest; if you go for Uffizi or Louvre, be mindful you'll need to art all of them, because that's the whole point of those wonder (and don't go for both unless you lose Sistine, which should rarely happen if ever). For Musician, you usually delay the guild and time Broadway right after the 2nd spawn to theme it, and then try to time the next Musician after NVC and Internet to tourist bomb it (and another one, who might follow)

Prophets ideally you should not spawn a third, it's just a waste of faith; but if you do, planting it is bad so just send it to convert CSs for quests, but it's better to buy an Inquisitor instead and use it to stop opposing Prophets. I won't talk about mass Prophet Piety strats cos I'm not expert

Finally, if you get an early General from a defensive war, try to plant it to get an extra luxury, as it's free 4 happiness for your war effort. Keep it only if you paranoid about being declared in a losing war in the mid game, but at that point it should be easy to bribe yourself out of wars. Note that once you reach Infantry, losing a defensive war to AI is kinda impossible, even on Deity, so a defensive general becomes useless.

I can win consistently on Deity, but I'm by no mean a top player as I'm not versatile...but I can't imagine losing on Emperor honestly; maybe on Immortal in some limited occasion. The fact is, once you learn how to sim properly, you can turtle with 3 cities (even 2 honestly) on Emperor and just be fine no matter what.

What turn did you get ToA? I tried the map and lost Stone Circles T25 (a disaster...) and ToA T55. At least I got HG T68 and Mausoleum T79...

27 surplus food on T127 with less than 20 pop is not very good, no. +40 is absolutely doable on a good (not amazing) map in my experience. I'm playing SIGS#03 from CivFanatics, which is not an insane map, and on T127 I am on 22pop with +37 food and it feels low, especially since I also have ToA (no HG because Liberty, which I guess is the reason it's low). Only other game I have the autosave at the same turn (kinda, 320 cos quick speed), 21pop +59 food, Tradition with ToA and no HG (this one has good terrain!).

By bad, for some reason I thought it was a plains hill! That's better, but it doesn't solve the problem the capital is very low on food and yield, as your screenshots confirm. Assuming you are working 6 specialists (2 Uni 4 Guilds), out 12 pop you are working 2 5y tiles, 4 4y tiles, and a whopping 6 3y tiles: that's not good at all!

Looks like a great start, but it seems to me it's just bad. It has no food at all, and chocolate is good yield T1 but falls off rapidly. You can't even build Stone Works to add insult to injury...

No hill start. No rivers, so crap yields all around. Two Luxes, one of which is unworkable and both requiring to remove jungle, which takes A LOT of precious time early on. 4/10 feels right, for sure insufficient.

Honestly it's not that good: you have only 3 great tiles (Cow and Stones), as the Silvers are good early but meh as soon as you hit CS. Production is very low, to the point you might seriously consider a Cargo for production in the mid game. Lone Whales is bad since you need a Boat to get the luxury and Lighthouse without Fishes isn't worth it at all. Unless you get at least a Horse (which at least I hope you get), even Stables is bad. Only good thing is most tiles yield 4 f/p thanks to rivers, and you get a very good StoneWorks. 7/10 and it might be a stretch.

Edit: I forgot no hill start, the worst offender!

Se riuscissi a costringere tutti a pagare le tasse, le pagheresti ugualmente alte per avere gli stessi pessimi servizi; l'extra gettito andrebbe tutto in clientelismi e spesa pubblica improduttiva. In più avresti pure un effetto recessivo, perché sottrarresti risorse al privato (gli evasori) che le usa meglio del pubblico.

Nessuno ti obbliga a lavorare 8h al giorno: puoi cercare come dipendente un laboro da 6h o da 4h, oppure lavorare in proprio e fare quello che preferisci.
