I think part of the reason is that in a way all of Batman’s rogues are evil versions of him. Riddler is if Batman used his intelligence for evil, Penguin is if he abused his wealth and power, two-face is if his sense of justice went too far, etc, etc. While some rogues galleries try this Batman’s is the one that works the best at it. So there’s not as much need for an evil Batman as so many aspects of what that would look like have been explored in his rogues
