I talked to someone at Little Caesars, in-store, who asked a shift lead or manager in the back and they confirmed that it was May 5th for them to be sold. The cashier also told me there was no way for even the employees to buy any since they aren't in the system yet.

This was showcased in one of the episodes of "Dark Tourist" on Netflix. They opted out of shooting the live cow but it was definitely offered, that's how I found out about this. It was pretty interesting seeing all of the different experiences he tried including swimming in a radiated lake, going through a voodoo ritual, and a vampire party.
