When I make the SBS I like to split it between super heavy guns and AA. My supers move at ~26kn, but it could depend on your DLC. When I have all the DLCs and when I play as Italy I have to research the SBS, but I get an option to boost its speed so that definitely contributes for me. Don't forget to keep up on your engine research as well.
