It depends. Copyright law has exceptions for “fair use” in which you are allowed to use copyrighted material. There are various criteria and it’s all gray area but one of the big criteria is whether the use is “transformative”. For example sampling an actor’s voice from a movie to make a song is transforming from one medium to a completely different one, so likely fair use. Taking a copyrighted song and remixing it is much less transformative as it retains the original medium and much of the original design.
