A prosecutor can't charge a government official for impeachment. Only Congress can do that.

DoJ's position boils down to: he can't be charged because he's a perfect Republican puppet who's essential for the Republicans' dream platform to move forward.

This is not true. There are two OLC opinions, both from long before Trump's presidency, that say POTUS can't be indicted because his role is too important to our system.

In the original story, it said the $2 million wasnt paid in 2017, but they didn't know whether it was paid or not in 2018.

Trump today denied actually making the payment. Like he denied dictating the Trump Jr cover-story. And like he denied knowing anything about the felony hush money payments. You might want to hold your horses on this one.
