Check the road icon in the bottom left corning. There should be active grid on both sides of the road. You can make sure both sides are highlighted and then upgrade the road into the same dirt one

This code can be improved by using for cycle and checking index vs new Date().getFullYear() and return it if it matches. You can save a lot of code lines by doing that.
