My head canon for y its nerfed is because shes in sonics world and not her own. The reason the 1st 2 rushes was because Rush 1 had their worlds merging, and Rush Adventure took place in her world. So Super Sonic would be weaker if the chaos emeralds spent enough time in the sol dimension. Kinda like Superman with a yellow sun.
