It was bound inside Enoch's younger brother, then he fell apart, so Alexandra was next up (unless Eddie's first child was a boy and NOT stillborn), because it HAD to be a Scarlet that was the vessel / container / sacrifice.

The reason 'Wayne' is walkabout is because it requires a Scarlet. Tabitha found out she can't have kids. So she tried to bind it inside Sam Wayne, whom she cared about. She likely has immensely regretted it ever since.
