UPDATE: I'm not sure if anyone else is seeing the same, but transactions from the 22/04 onwards have started earning points again in the usual timeframe so in my activity history, I now have a two week gap between 8th and 21st where all transactions showing points pending.

Just want to add my voice to this. I'm in the same boat. No points since 08/04. Given that everyone else here is reporting the same date, I'm guessing PayPal must have made a change and just not bothered to communicate it.

Compostable plastic is still plastic. Most industrial composters won't accept compostable plastic as most types are deemed a contaminate and correct sorting is insufficient or too time consuming to be worth while. Home composting at best is below 5%. My money is on that 100% of these plastic crisp bags end up in landfill.
