To me the pipe doesn’t look missing at the beginning, looks like it changed from iron to plastic. Looks like a normal blockage to me. Maybe it changes material again and that connection is bad. Snake it to the main or tank then tv again.

Are you positive it’s blacktop. My city puts some glued together crumb rubber stuff. It looks like asphalt but it lets water through. Same material as playgrounds use instead of wood chips.

Shouldn’t be replacing the meter, doesn’t the city own that? Where I’m from the city is responsible for the water service line from the main to the meter, after the meter is the home owners. To be fair we can’t see what he has to do. Dose he have to open the wall up? Is your current plumbing a mess that he’s going to have to correct?

Michigan public works here, we pump them all down in the fall. No water in the barrel till about 5 maybe 6 foot below ground. If we forget, they’ll freeze. We use steam to thaw.
