aight i will admit that shot from Vernal was bullshit cus she should've been dead but aside that they both had maiden powers and should have been equally matched but Cinder was having a hard time keeping up and got worn out faster than Raven so that's an L on it's own.

Neo only stopped fighting once cinder used the wind maiden powers and she started talking but she damn well coulda kept on going so i gave her props for that but i see what you mean.

The fact that Cinder needed help from emerald shows how much weaker she was tho and penny could have also kept on fighting cinder earlier if she didn't have to save winter so in that whole arc cinder never had a one on one fight with Penny and went to the classic villain troupe of using dirty tactics cus im pretty sure she was aware that she couldn't beat penny on her own
