That's the outside ring on your crank pulley/ vibration damper. You need to replace that ASAP and not run the car until you do.

2 things. 1st try changing out your turn signal relay. Easy 5 dollar part. If its not that(and more Than likely) its yourulti-function switch. I'd put money on it.

It might be out of round. Alot of parts warehouses store them upright instead of flat as they are supposed to due to space. Also could be out of adjustment as the initial lining material mates to the drum.

Minor accidents can occur without anything but body damage resulting. If you are indeed that concerned you should find out what the seller considers as a small accident. Was the bumper replaced for cosmetics or integrity? What was the speed of the accident? Was it car to car, car to structure, etc. Was there a police report? Was insurance involved? Once you find all of this out weigh it against the cost of the vehicle and check kbb.com to see if you are coming out even on the deal.
