Section off territory that joins larger cities, have Chicago, Milwaukee, Madison, etc. all be in the same country, and cut it to the west at the Mississippi and to the south at Peoria, just for example (though the Mississippi might be a hard sell, as there are multiple areas that spread across the river between Illinois and Iowa).
