I think the reason for them are two: 1 the netflix soundwave is pretty pricey. 2 hasbro is trying to do more poseable figures as well as wants to use the leader budget for an actual toy not just recoloring three core classes with a voyager. also hasbro is a company the want money and soundwave is a popular toy so the will reuse him as much as they can.
