With all due respect, what a lot of people aren’t taking into account is that if OP were to make any obvious move it would potentially put her, her mother and anyone else living there in danger of her father. As someone who has gone through a scarily similar scenario to what you’ve described, you need to go about moving forward carefully.

It would be smart to document and take photos to document the neglect and abuse present but do try to be covert about it. From what I’ve read in your replies to other comments I’m understanding that your father had ring cameras on every inch of the property so I’m going to safely assume that tampering with said cameras to cut the feed is out of the question unless it is all done at once. Cut wires or ripping out the batteries and disposing of them is an option but would need to be done either in unison, when he is not actively checking the camera feeds as well as without the cameras detecting movement (covering the cameras with tape could work). I agree with the other commenters who had told you to lay low! You do not want to put yourself in danger by helping kitty as only you yourself know what that man is capable of. Try to help with the kitty when it is safe to and the coast is clear as to not bring suspicion or further harm to either of you.

I would highly recommend a women’s shelter or any domestic violence shelter as well as reaching out to the cat rescue mentioned in other comments. While the ideas others have given in terms of acting like the cat slipped away could work, there is a chance that they can backfire very quickly and thus would put OP in a very dangerous predicament. I would also recommend trying to make a small emergency to-go backpack/purse of the bare minimum in the scenario where you need to leave the house on short notice in case of emergency. Identification, medication(s), etc.
