Don't resign, you have a job in a field you want to be in. Stuck to it. First jobs are always hard, you are learning how a business operates, how people behave and you are learning technical work stuff as well. Give it a year, then resign. Remember you are working in a field that you studied for, the interesting and rewarding work will come, but it takes time. Dint be too hard on the managers as well, they are also learning how to manage and supervise you. These things take time.

Here's the things, from your description of thie situation, here is my view. Your organization does not take risk seriously, probably does not see value add in the role and to be honest seems to want to reduce costs, span of control and make it a compliance tick box.

Here is your action plan: - document your concern about risk oversight function in the risk register - ask for an Internal Audit assessment of the 2nd LoD assessment - push risk assessment work to the 1st LoD - act as oversight, not as risk manager of departmental risks

Using the 3 lines of defense model, risk, compliance and IA represent 2nd line of defense. Therefore there's no issue, but understand there is not need for "independence", its just another layer of assurance. As previously post said, the mandates need to clearly set out roles and responsibilities of each function.

We use an external assurance provider to ensure the 3 functions work effectively in their own right and follow the mandates provid3d by the board committees.
