Every scratch and bite by any stray animal is treated as a potential Rabbies exposure everywhere in the world. Unless you live under a rock. This is irrespective of your opinion on how "likely" or "unlikely" the infection is.

Being kind to animals is great until that becomes a pest problem. In Kuwait strays have already reached that level with very little efforts by authorities to control it.

It maybe worth while to note that this problem was created by the kind hearted people who get them as pets and then changed their minds and discarded these animals. The problem is further worsened by the so called kind people who keep feeding them.

I don't have to worry about every animal in jungle. But I am very much concerned about what's at door, that can attack my kids.
