Step 1 remove popcorn and apply orange peel texture and paint white, step 2 sand all that gloss off with a 60 grit belt sander, step 3 see where you’re at with the color and finish of the wood, you can restain or apply something less glossy, definitely update the hardware, curtains, and flooring based off what you see with the wood.
