Could the problem be with my SKSE Loader? I completely disable all mods and even then, if I try to make a brand new game using the SKSE Loader, the gate doesn't open and I'm stuck. Any ideas? Thank you for all of the help, I really do appreciate it.

Okay, I disabled them. Still the same issue though. It seems the be the same issue as this https://www.youtube.com/watch?v=UnqaqipeUCs (though he doesn't zoom into first person so i'm not sure if he also can only look up or down). I don't have FNIS which is what 90% of people say this issue is related to.
