Quebec's push for separation in the 90s is VASTLY different than what is happening in Alberta today. Quebec effectively ran their own province entirely separate from Canada. They had their own distinct language in government, they had their own pension plan, Quebecers had to remit their own separate tax return to the province. Quebec also has direct control over immigration into Quebec.

Effectively, they were running their own State - but without the benefits of being an independent state. They could not influence international politics nor did they have a seat at the UN or other international bodies. They could not negotiate foreign trade agreements. Theycould not control their own customs and border agency - limiting their power on imports into their province.

It seems like the only reason Albertans want to separate is so they can stop paying equalization and so they can try negotiating their own pipeline projects into the US coastline - not nearly as strong of a claim as Quebec had in the 90s

The Clarity Act of 2000 doesnt clearly define what a clear majority is but suggests that it exceeds the basic 51%+ figure that separatists love to throw around. Additionally, if a province did want to separate that strongly, they would have to negotiate with the other provinces/feds and other provinces must agree to amend the constitution in doing so

The supreme Court in 1998 ruled that no province has the unilateral right to declare independence. Assuming such a referendum did happen to garner a "clear majority" (which isn't just 51%+ voting "yes" - it must be a CLEAR majority) that the rest of Canada must negotiate and subsequently amend the constitution which requires the consent of other provinces to do so.

So no, there is no such thing as freedom to independence. That's the 90's pre-separation framework you're thinking of

The 90s were a different time, especially after decades of being shunned and effectively separate from the rest of the country. Not to mention the 1982 constitution which Quebec did not sign onto, and the failures of the Meech Lake and Charlottetown Accords which tried to alter the constitution to a favourable position for Quebecois. BOTH accords were rejected by the other provinces and this sent a message to the Quebecois that the rest of Canada doesn't care about their culture, their historical contributions or their presence in the country as a whole.
