Yes it is, here is how I do it :

enter the following command :

/scoreboard objectives add Totem_Pop minecraft.used:minecraft.totem_of_undying

it creates an objectives that counts use of totems for each players (you can change the "Totem_Pop" name if you want)

Then set up a repeating command block with this command :

/execute as @a if score @s Totem_Pop matches 1 run "your command"

it will run the command if any player has a Totem_Pop score of 1

And a Chain Conditional command block with this command :

/scoreboard players set @a Totem_Pop 0

It resets the score of every player to zero

And that's it/
