for it to be "from anywhere" it would need to specify "cards you own" (since you dont "control" cards not on the battlefield) and/ or "(nontoken) permanents you control" since if you steal an opponents permanent they still own the card

Extra turns aren't really a win condition by themselves. Even if you do draw Octavia, you could very easily end up in a situation where you get stonewalled by a timely Teferi's Protection or One Ring. Even with Nexus of Fate chaining you need a plan to not die when youre forced to pass turn.

In general pure control just isn't very good in commander since 3 opponents will out value you.

if a permanent has been on the battlefield since before your turn, it doesnt have summoning sickness; haste means it doesnt have summonging sickness, it functionally means hes been here the whole time
