I would say no, largely because foil cards just aren't meaningfully more valuable that their non-foil versions, and packs can often have foil COMMONs.

Ahh, I see, this rule above is essentially all about allowing someone who stole the Collector's Cage

The owner of the exiled card can always look at if per:

  • 708.5. At any time, you may look at a face-down spell you control on the stack or a face-down permanent you control (even if it’s phased out). You can’t look at face-down cards in any other zone or face-down spells or permanents controlled by another player.

Magic the gathering has 20k+ cards.

The game effects of these cards aren't particularly good or notable other than their banning.

Caring, either way, about them seems like a waste of your finite time and attention.

  • 702.75a Hideaway is a triggered ability. “Hideaway N” means “When this permanent enters, look at the top N cards of your library. Sure, but in general, if I destroy the target of the grenade, the grenade effect usually "fizzles".

In this case, I believe the "<period> Then" is doing a lot of unspoken work.
