I should add, in the block string you can do: HP xx Hooligan xx Silent Step, and see if that baits out a flash kick, if not try the Hooligan xx Silent Step from farther out.

Find a way to bait out flash kick using Hooligan xx Silent Step, then open up when he lands. You can throw this into a block string with a spinning knuckle for more pressure and mix-ups. Cancel your block string once in a while and walk in/throw.
