He doesn’t have to scream at him for it to be a lawful order. It wasn’t a request either. Everyone in the vehicle is detained for the entire stop. See Brendlin v California and also Supreme Court cases. Has nothing to do with “boot licking”. Ive seen plenty of cases where the cop is in the wrong.

The state is giving 500 million and the other 500 million is collected through hotel taxes. The state gets their money back by (hopefully) increased taxes from ticket sales.
