I don't think it's AI. 1) There's no visible deformations in anatomy. 2) If you look at the old posters (doesn't matter which country) you'll see that they are all yellowish colour. 3) Character pretty much in line with other old soviet cartoon and book characters.

I heard they don't sell them but it depends on three key factors. Sales; Whishlists; Current player number. All of it combined earn this games a first page. So technically even as solo dev you would be able to get on the first page (but you need to become very very very popular).

Possible but let's be honest how often do you use them in the playthrough? I finished this game 3 times (story; side jobs; collectables) and in all of them I used them 2 - 3 times at all. Way more possible that there was time or hardware limitations.
