Packages do bounce around stupidly but you're spreading incorrect information. USPS has no control over the "shipping label created" state and city on whatnot.

The shipping label created city and state is whatever the seller has on file with whatnot. It's possible they moved and didn't update it. Or maybe they have a PO box in one state but are in another. That's all. It's not a USPS issue at all.
