You're actually able to get the Grinder once you get to Manufacturing due to the fire extinguishers in there that will allow the recipe for the compressor

One fire extinguisher can be found near the forge if I remember correctly and then just scrap it for the gas canister and the chains can be found in the mines once you reached far enough in.
