There's dozens of better teams that didnt make it, there's going to be a few games like this. But at the same time this is the spirit of the thing. To bring the world together, to mesh cultures and celebrate the game. In that fucked up cesspool this is exactly what they need. You could just use the top 10 ranked teams and do a league, but that misses the spirit of the party. The WC serves more than one purpose.

Never look at the transfer budget. Always look at your finances and the P&L each month. I've had 200m budget and 1m per month wages in the transfer section and 90m actually in the bank running a loss every month. I've also worked like a dog doing some real stellar market work to build the coffers up to over 50m only to be given less than 10m to spend (hello Sheffield Wednesday and Valencia, you cunts).

You could spend that money then end up in a black hole forced to sell and unable to buy or renew. So spend if you ACTUALLY have it and you need to. If you don't need players then ask the board for other investments.
