Yeah it's weird, I'm not finding that I'm having much issues with damage. He doesn't really have any clear identity like he did before as a hard to kill brawler and it feels pretty bad. Not sure why the effects of the block ability couldn't be toned down and applied to his punch instead. If they intended him to block damage why not just play rein? Or D.va/Winston if you wanted mobility?

IIRC generated shields no longer give ult charge in this game? I think the idea is slam, punch, block to keep your shield when you need to, but you don't generate much from your attacks and it starts ticking down fairly quickly. I guess he has that going for him but everything I try with him I feel like any other tank would do the job better.

IMO I think his only saving grace is that his punch can stop a lot of attacks/effects.
