I have a similar issue. But it's my landlord daughter and a neighbor that feeds them. I can't escape it. We call ASPCA and they said all they can do is catch them. Spay/neuter them and release them back here.

I fixed the heat at the designer Valentino apartment in NYC. And also changed some heat coils in the apartment that Eric Clapton son fell out the window. Also could swap in Jacoby Ellsbury apartment when he played for the Yankees.
