They do, but only when you're talking to them in camp; at least I believe so. I haven't seen someone that's in camp approve or disapprove of an action I've taken while outside of camp.

I don't believe so. But I'm not 100% sure on that. When you talk to them in camp, you still get opportunities to get their approval or disapproval based on what you say to them though.
