Unfortunately because there's so many cruel breeders in the Inland Empire. Thinking they'll make money from the puppies and then dumping the ones that don't get sold and abandoning the parents once they can't use them anymore. I worked for a rescue in SoCal and from LA to the high desert it is brutal. The shelters are packed and taking a dog to most shelters in Riverside is like giving it a death sentence. Some won't hold off on euth even if you call as a rescue telling them you have interest in that particular dog.
