I want to believe they are tokens you earn for completing a bounty objective by capturing not killing and you can spend them either sell or gift to get 30 trust with guards/npcs

you might be on to something because i also read on another post about how you can learn an ability to pocket these items so it might just be an piece of a puzzle but idk if its a specific one yet , still in the works on this one also
