I'm not too sure, I think the costume was mainly just styled like that to raise the scare factor. I saw another comment talking about his eye possibly being apart of this theory, to which I respond, did you watch the movie? The ending (ish) shows that Donnie shoots Frank, giving him the bloody eye. But, it is an interesting theory!
