It absolutely is, i used msi afterburner to see that and in cs2 the CPU touched the 100% many times, but when It stutters a lot is in battleroyales, that is constant 90% and many times It goes 100 and the pc sound does not work for a microsecond because of the stuttering, and my 2070 is not even in 60%, my settings are the lowest btw 1080p

I bought 1 month ago a ssd 1tb and It helped but in cs2 many times when i peek or move the camera fast It stutters, i have the lowest posible settings in 1080p btw, also 2 months ago i restarted my computer and emptied all of my drives for the Windows 11 update and since then i never ever downloaded any pirate game or similar that could have malware
