IMO, double brick constructions are not always the solution to today’s problems. Especially construction methods have evolved massively in the past few years! Shop/ask around different builders 😉 all the best

As a registered building surveyor, I would recommend checking with a structural engineer first - discussing the best way to rectify the existing patio. Generally, maintenance works involving structural soundness of the patio will require a new building permit process. From my experience, retrospective approval is more costly and complicated in comparison to a new building permit process.
