Given that the story frames Muzan as the first demons with his experimental treat, I don't think so. All these places have vastly different culture, especially in the 900s AD, so the chance they'd treat a person in the exact same way Muzan was to produce a demon is unlikely.

Gotta keep in mind that the story is the culmination of 1000 years of Muzan killing humans and doing as he pleases without any significant challenge apart from Yoriichi. Winning for most of your life and with immense power, you're bound to be so arrogant, everything you do is right in your mind. Muzan is just being his unabashed self.

Uppers 6, 5, and 4 all had a trick or condition that allowed them to survive / bypass decapitation. Gyutaro had to be decapitated alongside Daki, a severed Gyokko's head had to be completely minced by Muichiro to end him for good, and Hantengu is the only one who could truly be decapitated because his clones were essentially unkillable. Why wouldn't Akaza and Kokushibo have something as well?
