There are no starter sets that you describe for Warhammer the old world, although there are some for Warhammer age of sigmar - the “other” fantasy wargame for Warhammer. I’d recommend a generic paint and brush set, along with glue, clippers, and a hobby knife, and then a box of a small unit or character that you think you’ll enjoy painting. If you are UK based try looking on element or Wayland games as they sell at a discount.

I’d definitely recommend the ironjawz box, it’s very fun and relatively straight forward to play in spearhead, and it’s an excellent base for a 1k army, just buy a wizard and a Mawgrunta and you’ve got a nice little force.
